As of Friday 22nd November, the council has begun a<br \/>\nconsultation process that will last twelve weeks. If the licensing scheme goes<br \/>\nahead (and it is likely that it will go ahead), at some point after the<br \/>\nbeginning of April 2014, all <a href=\"http:\/\/www.propertyportfoliosoftware.co.uk\/index.php?cmd=videos&amp;prod=lpm\">rental homes<\/a> in Liverpool will need a compulsory<br \/>\nlicence.<\/p>\n<p><strong>Stamping Out Rogue Landlords<\/strong><\/p>\n<p>The council is justifying the introduction of a compulsory blanket license<br \/>\nscheme by stating that the scheme will help to eradicate the problem of poorly<br \/>\nmanaged properties in the city. Although they admit that the vast majority of<br \/>\nlandlords in Liverpool manage their properties extremely well, there are a<br \/>\nsmall minority who fail to deal with anti-social behaviour such as noise and<br \/>\nrubbish strewn gardens.<\/p>\n<p>Ann O&#8217;Byrne, who is the Liverpool council&#8217;s cabinet minister for housing, was<br \/>\nquoted as saying: \u201cIt\u2019s vital that we do all we can to work with <a href=\"http:\/\/www.propertyportfoliosoftware.co.uk\/video.create_portfolio.html#watch-demo-anchor\">landlords<\/a><br \/>\nacross Liverpool to drive up the quality of our private rented properties.&#8221;<br \/>\nBuilding Positive Landlord Relationships<\/p>\n<p>The council hopes to improve buy to let in the city and develop a &#8220;good<br \/>\nquality private rented sector which tenants can be confident in\u2026&#8221; And through<br \/>\nthe introduction of a licensing scheme, they hope to build good working<br \/>\nrelationships with local landlords in the city.<\/p>\n<p><strong>Cost of Landlord Licensing<\/strong><\/p>\n<p>Although the council has yet to say how much they intend on charging buy to<br \/>\nlet landlords, it is likely that the fees will be similar to those charged by<br \/>\nNewham Council&#8211;\u00a3500 for a single 5-year license and four times that for an<br \/>\nHMO license.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Newham Council in East London started the trend and now Liverpool Council is set to follow.
