Nearly all of them also believe that local authorities<br \/>\n&#8220;have an important role to play&#8221; in the private rental sector.<\/p>\n<p>One of the main reasons councils are beginning to sit up and take<br \/>\nmore notice of the private rented sector is that increasing numbers<br \/>\nof people are renting their homes from private landlords. Figures<br \/>\nfrom the latest census indicate that the number of people renting<br \/>\nhomes in the private sector has increased by a whopping 88% since<br \/>\n2001. Local Authorities are also using homes in the private rented<br \/>\nsector to place homeless families and others in need of<br \/>\naccommodation, mainly because there is such a shortage of council<br \/>\nproperties.<\/p>\n<p><strong>Why are councils pushing for compulsory licensing?<\/strong><\/p>\n<p>Safety is a big issue with accommodation in the private sector. Most<br \/>\nlandlords take their responsibilities seriously, but there are a<br \/>\nsmall minority who fail to carry out <a href=\"http:\/\/www.propertyportfoliosoftware.co.uk\/video.safety_certificates.html#watch-demo-anchor\">safety checks on gas<\/a> and<br \/>\nelectrical installations or take notice of fire safety legislation.<br \/>\nCouncils are worried that there is not enough regulation is place and<br \/>\nvulnerable tenants are at risk.<\/p>\n<p>Phil Buckle from the Electrical Safety Council has been quoted in the<br \/>\nGuardian as saying: &#8220;Despite the fact that electrical accidents are<br \/>\nthe number one cause of domestic fires in Great Britain, most<br \/>\nlandlords are not legally required to have their electrics checked or<br \/>\nprovide their tenants with safety certificates \u2013 a requirement for<br \/>\ngas certificates has been compulsory since 1998.
